Unions accused Sajid Javid of holding a "personal vendetta" against NHS staff after he scrapped free hospital parking.
"Staff morale is at an all-time low and talks of another below inflation pay award only serves to rub salt in the wounds. "

Shadow treasury secretary Pat McFadden warned the cost of living crisis is only going to worsen in coming months, with real wages falling, the energy price cap rising and National Insurance hikes coming into play.
The shadow health secretary said Labour would not "shirk" from using the private sector to help cut waiting lists.
One doctor said "we have never known this level of staff absence before" and that the pressure facing the health service and GPs "is not normal".
“Moving towards a plant-based food system is clearly one of the biggest impacts we can have , but I think people forget it’s a personal health issue too," one medical professional has said.
"So Gillian Keegan doesn’t know how many have left but can absolutely guarantee all the vacancies have been filled... how does that work?" one person asked.
