Scottish Government Europe minister Jenny Gilruth raised concerns the move could push people into homelessness.
Just two per cent of all applications for the scheme were submitted by over-65s, sparking fears that older Europeans will slip through the cracks.

“Maybe there is just an error in the system but this is not right, this is just awful," one person told TLE.
There is a real risk that "many EU citizens will fall through the cracks and be left without status," the IPPR's associate director said.
The Home Office said those who do not apply after 28 days “may be liable for enforcement action and will not be eligible for work, benefits or services”.
