The shadow foreign secretary claimed he "never believed" Corbyn could win the leadership in 2015.
Speaking to the Observer, the shadow foreign secretary said Sir Keir is "determined that we learn winning ways".
"Let's be clear, shortages right across the country, shortages of fruit pickers, shortages of builders, shortages in terms of lorry drivers: all of that is down to Boris Johnson, Michael Gove, Priti Patel, Dominic Raab and the promises they made to the British people," David Lammy said.
"We have shortages of staff, shortages of supplies and shortages of skills. It’s largely happened because of the promises that your party made on Brexit which have not been delivered," Labour's David Lammy told Shapps.
"It’s one rule for them and another rule for us, whether it’s Dominic Cummings, whether it’s Matt Hancock, whether it’s Alok Sharma."
"You can be White English but you can’t be Black English," the Tottenham MP said.
