The private investigator was killed in the car park of the Golden Lion pub in Sydenham, south-east London, in 1987.
Dame Cressida Dick has been personally censured by the report for her role in hampering an inquiry into police corruption in the Morgan investigation.
The official inquiry into Morgan's death will finally be published on Tuesday.
The murdered man’s brother said Patel “blocked publication and insisted she was entitled to redact if she saw fit”.
