Tory donor Sir Jon Moynihan and former chief executive of the Vote Leave Brexit campaign Matthew Elliott have been recommended for peerages.
Tory MPs, loyal cronies, party donors, and Vote Leave officials will all receive honours - despite Liz Truss serving just seven weeks as PM.

The Conservative former prime minister was among 20 MPs selected to bring forward private members bills.
It comes after the government's flagship Rwanda policy was ruled to be unlawful by the Supreme Court in a devastating blow to Rishi Sunak.
"If Sunak had any backbone, then he would block her honours list today... it's a kick in the teeth", Jonathan Ashworth said.
"The rallying cry of the Brexiteers was ‘broken Britain’. But their solution - to ‘take back control’ - ended up code for tear down the future.”
Still rallying against the left and standing by her vision for economic growth, Liz Truss' new book has already come in for criticism.
