It is aimed at helping people who are unfamiliar with the city centre, or do not normally leave their immediate neighbourhood, to experience the Fringe.
"Whatever is being done is not being done fast enough, or at enough scale to meet the demand," he said.
"The council responded by kicking out vulnerable residents and hiding the real reason why."
